GOVERNANCE
(a) The IPC is the supreme authority governing cycling for athletes with disabilities at paralympic standard where it relates to Paralympic summer Games and the IPC cycling championship programme.
IPC cycling sports assembly
(b) An IPC cycling sports assembly will be held every two even-date years, for the purpose of considering changes to IPC cycling rules. Elections for the cycling sport assembly executive committee (SAEC) will be every four years at the sport assembly following a paralympic games, unless a particular vacancy occurs in the intervening period, which requires special consideration.
UCI Regulations
(c) For IPC cycling competitions, the current cycling regulations of the international cycling union (UCI) shall apply, with additions laid down in these IPC cycling rules. Where IPC rules and UCI regulations differ or conflict, the rules of IPC shall take precedence. All UCI cycling disciplines are recognised by IPC cycling, but the Paralympic Games shall be restricted to the disciplines of track and road.
Viability of events
(4) In IPC cycling competitions, except the Paralympic Games, an organiser, in consultation with the appointed technical delegate, or the IPC SAEC for cycling, may mix classes, divisions, age groups and gender, as necessary to produce a viable event, subject to other IPC rules not being violated.
For events with less than four competitors, the ‘minus one’ rule will apply if medals are to be awarded: no medal for one competitor, one medal for two competitors, two medals for three competitors and three medals for four or more competitors.
