Deng Xiaohong

I would like to introduce to you briefly the preparations we have made. During the bid for the Olympic Games, we have made solemn commitments that will do the preparation well for the medical security without interrupting our urban health work.

Now we have several areas of work. First of all, the emergency medical system, we have designated the special hospitals for the Olympic Games in compliance with the IOC requirements. We have consulted with BOCOG and government approval. We have selected these hospitals. Finally we have selected 24 hospitals, one of which is the Emergency Medical Services and the other is the Bo-Ai Hospital for the disabled as well as 22 other hospitals..

We have 3 major hospitals, the China-Japan Friendship Hospital shall render services to athletes, coaches and judges, the Peking Union Medical College shall cater to Olympic Committee officials and VIPs, Anzhen Hospital shall be responsible for journalists, and other hospitals shall organize and deploy on-site medical service teams in Olympic Venues and exclusive Olympic zone.

In order to satisfy the medical security needs, we have selected 3,223 persons from 84 hospitals and group them together into 37 teams. We have more detailed presentation later on.

And thirdly, we have Beijing Emergency Medical Center as the leading institute and also some emergency medical clinics. We have also a group of blood donors so that we can assure that the athletes and coaches to meet their emergency clinical blood demand.

We also enhance our disease prevention and control. In the last few years, we have improved the whole network, director report network. From April to October, over 300 hospitals have their monitory spots for intestinal infection. During the Games, 22 hospitals will have 24 hours monitoring of some five major diseases, for example, fever, diarrhea, etc. In case we discover there are any suspicious situation of concentration of similar situations we will put them in to control immediately.

Furthermore, in 8 districts, we have set up a monitoring system for food contaminations in 60 analysis indicators, covering raw meat, food and vegetables. In 18 districts, we have drinking-water contaminates monitoring points. We have increased our laboratory test abilities. Now we are capable of analyzing all classified and newly discovered pestilences in Beijing area. We also have improved daily and weekly special bulletins for the monitoring report.

We have also reinforced our public health control. We have long enforcement health team, insured the venues and contracted hotels are doing their work. We have completed the delivery of sanitation license for 83 venues and auxiliary establishments. We have done check-ups for 20,000 personnel working in the catering services. We also classified them according to grades. All the major catering services have come up to above Grade B in terms of Catering Sanitation Quantitative Index. For over 170 public areas, we have cleaned up shopping malls and super markets and centralized air conditioning system that will help with the public health in these areas.

Fourthly, we have also had a contagious plan for emergency medial response. Apart from the emergency medical network, we have established in all hospitals emergency stations. We have drills for massive emergency cases. We raise the capability of dealing with contingency. For disease control, we have also established 40 groups, in order to deal with public health system. That is how we deal with the medical security for venues and Olympic zone.

As 2008 Olympic Games approves, Beijing, as the host city, is ready for the medical services preparation.

The medical insurance scheme for the Games has commands for the full service. The sailing events will be held in Qingdao, equestrian will be held in Hong Kong, soccer events will be in Shanghai, Tianjin and Qinhuangdao. All the co-host venues will have the same medical level as the Beijing venues. For the Beijing itself, we have 31 venues, 55 exclusive training venues, and 10 non-competition venues.

We have set up 157 stations, 191 ambulances, over 3000 medical volunteers, and in the co-host venues, there are 2061 medical volunteers, 8 athletes medical stations, 26 spectators medical stations, 19 medical stations for training ground and 18 medical stations for non-competition venues with 24 hour services. Our main task is to implement the guidelines by the Communist Party as well as the State Council to have a well organized Olympics. We are implementing a high level medical service with our own characteristics so that we can leave a healthy legacy for China and the world. We not only cater to the needs of the Olympic Games but also ensure our own urban health service.

The Beijing Olympic Games work will be centered around the competition. Our objective is to be fast and responsiveness without delays. We have developed planning on the medical staffs, medical stations, medical vehicles and materials. These plans have been implemented. Most of the volunteers are from the top tier hospitals and the medical universities. Those volunteers not only have gone through full scale training and certain emergency skills. What is more important is that all of them were involved in the Good Luck Beijing sporting events in 2007.

There are 982 people being involved in the medical emergency services outside Beijing. We also did some testing for all designated hospitals who undertook the medical emergencies services. All together we have 523 medical volunteers, which do not include the volunteers from Hong Kong. They were involved in the medical emergency services. They have provided medical services for 301 people and they have successfully undergone the full scale testing in terms of medical health services for the test competition.

The comprehensive clinics at the Olympic village have started its daily work after July 20. After the official opening on July 27th, the medical stations in various venues have been strengthening their skills according to the practice of the Games medical work. The ambulances of different medical stations will transport the injured or ill athletes to the Polytechnic in the Olympic Village. The comprehensive clinics at the Olympic Village are the only medical facility in the Olympic Village. The comprehensive clinics will provide medical services for the athletes, coaches, officials, media people and volunteers who have the access cards to the Olympic Village. The comprehensive clinics would provide the medical service in line with the regulations of the IOC. Also the comprehensive clinics are the first line of medical service providers for the Olympic Village and the central venue.

The Olympic Games in Beijing and the comprehensive clinics would serve as a window to serve all the visitors. The comprehensive clinics at the Olympic village are the main site to test China's medical credibility. The comprehensive clinics cover an area of 3,100 square meters. The main structure has 2 levels, the whole building has 3 floors, the 3rd floor is the anti-doping center. The comprehensive clinics have altogether 17 medical departments, including the department of sports medicine, rehabilitation medicine and physiotherapy units, dentistry, internal medicine, oncology, ENT, dermatology, optometry, medical imaging, examination medication and infection control.

The comprehensive clinics can provide remote diagnoses with other co-host cities. They are equipped with experienced medial task force. According to the experience in the past, the comprehensive clinics can also deal with the emergent medical services. It has staff of 635 mostly from the Beijing Olympic designated hospitals. Other people are from the linguistic volunteers from the sponsors. The working languages in the comprehensive clinics are English and Chinese and language support services of French, Spanish, Arabic, Russian and German are also provided.

In the comprehensive clinics, we provide dental screening and dentistry education for 10% of the 10,500 athletes. This is unprecedented in the history of the Olympic Games. At the same time, we are going to provide optometry and glasses matching free of charge. And also, we are going to provide medical lectures on Chinese traditional medicine. At the same time, it will have acupuncture, cupping and massage service. Mercury will not be used for all the thermometers and blood pressure meters. The comprehensive clinics are equipped with two MRI which could be used in checking the sub-tissues of the joint, cartilage of the injured athletes. Besides, there are various kinds of biochemical and enzyme-labeled equipments capable of doing all kinds of tests, which are offered by the top hospitals in Beijing. This not only reflects the concept of People's Olympic and Hi-tech Olympics, but also our capabilities to hold a high level Olympics with distinguishing features.

Thank you very much. Mr. Dai. Now the floor is open. Before you raise questions, please identify yourself and also the organization you are with.

Japanese newspaper

This is a question for Ms Deng. You said you have 16 indicators for food contaminations. Can you elaborate a little on what the 16 indicators include? Does it include any kind of agricultural chemicals, which has been found last year in Chinese dumplings? And does it include any doping substances which can be a concern for athletes, such as steroids? Thank you.

Deng Xiaohong

First of all, I would like to correct what you said in your question. That is not 16 but 60 indicators. This work is normally done by the health inspection institute. I would like to refer to Mr. Wang Yi for the question.

Wang Yi

I would like to answer the second part of your question first. That is the surveillance on the stimulants. That is to say that we do the surveillance testing when we are doing the food control. We abide by the food safety and security regulations for the daily surveillance. Not every item of food would go through the 60 parameter checking examination. Thank you.
